CUBA TOWNSHIP REGULAR MEETING

The meeting was called to order at 7:00 pm by Supervisor Nelson. Trustee Svacha led those present in the Pledge of Allegiance.
Roll call: David Nelson, Supervisor; Don Griffith, Trustee; Dick Kosner, Trustee; Arthur Rice, Trustee- absent; Roberta Svacha, Trustee.
Also present: Priscilla Rose, Township Clerk; Barbara Murphy- township resident; Tim Murray- Township attorney
Public comment
Barbara Murphy addressed the board regarding people crossing Cuba Road in the dark to get to their mailboxes. She is concerned for their safety as she often has difficulty seeing them as she is driving down the road. It was suggested that this could be mentioned in the upcoming newsletter. Rose will check to see if there is still time to get it in the next newsletter. It was also suggested to use the speed boards that the Road District has to slow motorists down on Cuba Road.
Approval of minutes
Trustee Svacha made a motion which was seconded by Trustee Griffith to approve the minutes of the December 11, 2008 board meeting as amended. Motion carried.
Trustee Svacha made a motion which was seconded by Trustee Kosner to approve the minutes of the December 11, 2008 public hearing as amended. Motion carried.
Supervisor’s Report
Nelson told the board that a budget meeting will be held on Tuesday, January 13, 2009 at 11:30. This is a preliminary meeting to review various aspects of the budget for fiscal 2009-2010. Nelson asked everyone to review the funding requests from local not-for-profit agencies. Rose mentioned that the original requests are in her office for review.
Kosner asked if any funding had been commited for the CN rail situation in the next year. Nelson responded that he has told BACOG that the Township will not be able to provide any funding this year for this effort. He continued that the Village of Barrington Hills has some remaining funding for this situation. The Village of Barrington thinks there are some “cracks” in the approval of the purchase which could be used in an appeal.
Nelson asked Rose about
the situation of the mass notification system. Rose reported that
the estimate to provide this service to unincorporated Cuba Township
was just under $5000.00. She has received a proposal from one
company that provides this service, but would be happy to get other
proposals if anyone can identify other providers. This service will
be addressed at the next BACOG meeting.
A SMART farm is being implemented at the Freier Farm on Kelsey Road owned by the Village of Lake Barrington. This farm will utilize “green” farming techniques and will be used as a demonstration garden for local schools.

Highway commissioner’s report
In the Highway Commissioner’s absence, there was no report. Nelson reported on his behalf that another large snowfall is expected for the upcoming weekend. Rice asked about the health insurance situation which Gooch addressed in his monthly report to the board. Nelson responded that Chuck Van Fossan’s company will be providing a bid for health insurance. He asked the board for names of other companies that could bid on the health insurance for the Township.

In the assessor’s absence, there was no report.
Clerk’s report
Consideration of posting approved minutes on Township website
Rose asked the board to consider posting the minutes of Township board meetings on the Township website. She has been approached by several residents with this request. She stated that the Township is not required by law to post them to the website because the website is not maintained internally by the Township- an outside contractor is used. Murray expressed concern about posting the minutes in as much as property owner’s names and addresses could be contained in the minutes. He felt having the minutes posted could make them available to more people than those just concerned with Township business. Murray will investigate how other municipalities handle the situation and report back to the board. Rose added that the cost to post the minutes would be nominal and the mechanics of doing so are not complicated.
Newsletter update
Rose presented a rough draft of the newsletter to the board. She said Barrington and Cuba Townships have been asked by BACOA to include a survey regarding senior transportation in the winter newsletters. Barrington Township expects this to cost around $1000 and Rose expects a comparable cost. The newsletter will be delivered toward the end of January.
Kosner presented 2 brochures that he picked up at Wauconda Township that he suggested Cuba Township could use. Rose offered to come up with similar versions of the brochures for Cuba Township- one for the food pantry and another brochure with Township services listed.
Approval of bills
A motion was made by Trustee Svacha and seconded by Trustee Kosner to approve the bills in the amount of $302,215.32 check nos. 21556 through 21711.

New Business
Nelson told the board that he has a conflict with the March 12, 2009 board meeting and asked if the board could change the date. March 11, 2009 was determined to be the new date for the March board meeting.
Rose reminded the board that the Annual Town Meeting is set for Tuesday, April 14, 2009 at 7 pm.
Rose told the board the lights in the parking lot are not working and she will have an electrician out to repair them. She also mentioned that the flag pole needs repair which is why there is no flag flying.
Rose mentioned that she has been in touch with Barbara Benson regarding developing an historical brochure about Cuba Township. Rice offered to help fund the project and will be in touch with Benson regarding it.
Old Business
Kosner reminded the board of the Have A Heart Food Drive on February 14, 2009. The drive will be held at the Public Safety Building on Northwest Highway. Nelson asked about the possibility of holding a car wash in conjunction with the food drive. It was suggested instead to wash the car windows of those donating food.
A motion was made by Trustee Svacha and seconded by Trustee Kosner to adjourn. The meeting was adjourned at 7:55 pm.
