CUBA TOWNSHIP REGULAR MEETING
OF THE BOARD OF TRUSTEES

Supervisor Nelson called the meeting to order at 7:00 pm. Trustee Svacha led those present in the Pledge of Allegiance.
Roll call: David Nelson, Supervisor; Don Griffith, Trustee; Jack Mumaw; Trustee; Art Rice, Trustee; Roberta Svacha, Trustee.
Also present: Priscilla Rose, Clerk; Rebecca Tonigan, Assessor; Tom Gooch, Highway Commissioner; Stephanie Kohl, Pioneer Press.

Approval of minutes
January 14, 2010 executive
session
A motion was made by Trustee Svacha and seconded by Trustee Rice to approve the
minutes of the executive session of January 14, 2010.
Roll call: Griffith-yes; Mumaw- yes; Rice- yes; Svacha- yes; Nelson- yes. Motion
carried.
Adopt and pass Ordinance 10-02- General Town budget for fiscal
2010-2011
Rose distributed 2 requests from service agencies that were received after
the January 4, 2010 deadline. Tonigan told the board that the Assessor legal
line will need to be increased. The Garlands appeal has gone to PTAB as an
agreement could not be made with the county on their assessment. Due to the
upcoming PTAB hearing Tonigan feels it is necessary to increase this line by
$10,000. Discussion continued regarding various aspects of the General Town
budget.
Discussion regarding the public service part of the budget took place. Rice suggested that endowments of each agency be reviewed with respect to Township funding.
Discussion took place regarding the health insurance premium situation. It was suggested that the renewal date for the health insurance policy be changed so that it does not coincide with the budget review. This will allow for better planning. Trustee Rice suggested that Russ Warye, the broker the Township uses for health insurance, attend a special meeting of the board to address all questions and concerns the board and elected officials may have. He suggested that a close review of the situation is in order. It was suggested by Trustee Mumaw that other insurance brokers be interviewed. Many other aspects of health insurance were discussed including passing the current budget and amending it later in the year when, or if, the insurance premium changes.
A motion was made by Trustee Griffith and seconded by Trustee Rice
to hold a special meeting on March 10, 2010, 5 pm to review the health insurance
policy with Russ Warye and to have an executive session to follow regarding
personnel.

Motion carried.
Other aspects of the budget were discussed. A motion was made by
Trustee Rice and seconded by Trustee Griffith to table any decisions regarding
the budget until the March 11, 2010 board meeting.

Supervisor’s report
Nelson distributed a copy of a letter to be sent to the Lake County
Stormwater Management Commissioner regarding 24719 N. River Shore Drive, Cary,
IL. The letter will begin the process of acquiring this property.
Nelson reported to the board that certain items from the food pantry that were nearing the expiration date have been sent to relief efforts in Haiti. The Barrington Youth Baseball League coordinated this project.
Scheduling of year end bills meeting
It was decided to hold the year end bills meeting on Friday, February 26,
2010 at 4 pm.
FOIA discussion
Rose addressed the board and distributed new FOIA information. She told the
board that Rose, Tonigan and one of Tonigan’s employees will be taking the
online training from the Attorney General’s office. There was discussion
regarding various information that is required to be posted at the Township
office and on the Township website. Gooch added that GeWalt Hamilton prepared
the Village of Barrington Hills’ website FOIA information. He will see if it
is available for use by Cuba Township.
BETA discussion
Rice told the board about a BETA newsletter he received recently that
mentioned Cuba Township. He was concerned about how the message from the
newsletter will be received by the public. Mumaw expressed concern about how to
deal w/ similar situations in the future.
BACOG report
Nelson reported that a retreat was held in January. Griffith asked about
future funding for BACOG and whether all participating members are paying.
Nelson replied that the villages will be re-allocating their assessments. He
confirmed that the Township contribution will not change.
Health insurance policy review
No discussion at this time
Highway Commissioner’s report
Gooch told the board that he has been pre-treating the roads prior to
snowfall with a beet juice application. He said this helps with snow removal and
reduces the quantity of salt needed. He has bunk beds available in compliance
with OSHA requirements. He continued that the preventive maintenance that is
being performed on vehicles has resulted in fewer major repairs this winter.
Plans are underway for spring drainage work. He concluded that he will begin
implementing a sign inventory system this spring.
Assessor’s report
Tonigan reported that the County will be closing their books shortly. Once that
is complete, the Township factor can be determined.
Clerk’s report
Rose told the board that Early Voting had an approximate 25% voter turnout.
Newsletter update
It was determined that the next newsletter will go out in early May. Rose
suggested that Assessor Tonigan have an article on the front page addressing
potential concerns of taxpayers regarding tax bills and assessments. Rose told
the board that the deadline for articles will be April 1, 2010. The newsletter
will then be mailed to arrive at the same time that the tax bills arrive, which
is the first week in May. Information about the PACE program will be included in
the newsletter.
Have a Heart Food Drive update
Nelson reminded the board the food drive is scheduled for February 13, 2010
at the Barrington Public Safety Building on Northwest Highway, 9 am to noon.
Gooch will provide a pick-up truck for food collection.
Fall Festival scheduling
It was determined to hold the next Fall Festival on Saturday, October 16,
2010.
Approval of bills
A motion was made by Trustee Svacha and seconded by Trustee Griffith to
approve the bills in the amount of $303,131,71, check nos. 23797 through 23964.
Mumaw asked questions of Gooch, Nelson and Tonigan about particular bills.

Motion carried.
New business
Rice distributed information about the General Assistance program that he
downloaded from the internet. Rice asked about the recent donation of items from
the food pantry that were donated to the Haitian earthquake relief efforts.
Nelson added that the donated items were about to expire and were mostly baby
items that were not needed currently. The donation was coordinated through
Barrington Youth Baseball.
Old Business
Trustee Mumaw inquired about the status of the PACE program. Griffith
responded that the program is continuing as planned. He added that he would like
to review the program with more thought to changes or enhancements. Griffith
confirmed that Barrington Township continues to share the cost of the program
with Cuba Township. It was confirmed that the amount of funding in the current
tentative budget allows the program to continue through February 28, 2011.

A motion was made by Trustee Svacha and seconded by Trustee Mumaw to
adjourn. The meeting was adjourned at 8:50 pm. Motion carried.
