Supervisor Nelson called the meeting to order at 7:00 pm.  Trustee Svacha led those present in the Pledge of Allegiance.

Roll call:  David Nelson, Supervisor; Don Griffith, Trustee; Jack Mumaw; Trustee; Art Rice, Trustee; Roberta Svacha, Trustee.

Also present:  Priscilla Rose, Clerk; Tom Gooch, Highway Commissioner; Tim Murray, Township attorney.

Public Comment
There was no public comment

Approval of minutes

       March 10, 2010 special meeting
A motion was made by Trustee Griffith and seconded by Trustee Svacha to approve the minutes of the March 10, 2010 public hearing.
Roll call:  Griffith- yes; Mumaw- yes; Rice- yes; Svacha- yes; Nelson- yes.  Motion carried.

       March 11, 2010 board meeting
A motion was made by Trustee Svacha and seconded by Trustee Griffith to approve the minutes of the  March 11, 2010 board meeting.
Roll call:  Griffith-yes; Mumaw- yes; Rice- yes; Svacha- yes; Nelson- yes.   Motion carried.

White Memorial Cemetery report
       John Hipsky and Priscilla Rose
Hipsky addressed the board and reviewed the process that has taken place to identify possible unused burial sites.  Hipsky and Rose, on behalf of the cemetery board, engaged the services of Tim Horsley from University of Michigan- Horsley is a noted archaeological and historian.  By using 3 different methods and technologies, Horsley has presented a comprehensive report that indicates possible areas of the cemetery where no burials have taken place.  Township attorney Tim Murray will help the cemetery board with the legal process necessary to declare the lots “abandoned” and thereby make them available for sale.  The process will take over one year.  

Hipsky continued that long time White Memorial Cemetery Manager Bill Rooney has not been in attendance at cemetery meetings for over a year.  It is suspected that Rooney is in ill health.  Hipsky and Rose would like send a plaque to Rooney thanking him for his service and then appoint a cemetery manager to fill his position. The board concurred that Rose and Hipsky should make the determination of the person to fill the vacancy and proceed with the appointment.   Rice asked Hipsky to assume the duties of White Memorial Cemetery Board of Managers president.  Hipsky agreed.  

A motion was made by Trustee Rice and seconded by Trustee Mumaw to proceed with repairs to the fence at White Memorial Cemetery based on the quote from Action Fence.  
Roll call:  Griffith- yes; Mumaw- yes; Rice- yes; Svacha- yes; Nelson- yes.  Motion carried.

Executive Session
There was a motion by Trustee and seconded by Trustee to recess to Executive Session to for personnel reasons.
Roll call:  Griffith- yes; Mumaw- yes; Rice- yes; Svacha- yes; Nelson- yes.  Motion carried.  The meeting recessed to executive session at 7:40 pm.  

Trustee Svacha made a motion which was seconded by Trustee Griffith to resume regular session.
Regular session resumed at 8:15 pm.

Also present:  Priscilla Rose, Clerk; Tom Gooch, Highway Commissioner; Tim Murray, Township attorney.

Highway Commissioner’s report
Gooch reported that as snow season is over, storm drain installation has begun on Old Barrington Road.  Field tiles are being removed and replaced as well.  Patching will begin in several weeks when the asphalt plants open.  Griffith asked about a letter received from Township resident Pauline Boyle expressing concern with the mulch program.  Gooch explained the situation to the board .  It was decided that a response to the letter should be written by Nelson and reviewed by the Trustees.  Gooch excused himself from the meeting at 8:45 pm.  

Health insurance policy review
Trustee Mumaw made a motion to give the Assessor, Highway Commissioner and Supervisor the authority to institute the cost sharing of health insurance premiums over a 2 year period.
Mumaw told the board that he felt this was a fair way to handle this situation to ease the burden of the cost sharing.
Roll call:  Griffith- no; Mumaw - yes; Rice- abstain; Svacha- yes; Nelson- yes.  Motion carried.

Supervisor’s report
Nelson reported that Highway Commissioner Gooch will be working with the
Leave No Child Inside consortium to possibly work out a program with them.  

BACOG report
Nelson reported that there is work progressing regarding pension reform in the state of Illinois.  BACOG fees are still being discussed, but Nelson confirmed that the Township’s fees will not increase.  Nelson attended a meeting with Secretary of Transportation Ray La Hood along with Congresswoman Melissa Bean regarding the CN train situation.  A tour of all 3 sites for underpasses was held.  The total cost of all three is $210 million.  Bean has secured an appropriation of $4 million for a  study for Barrington’s proposed underpasses.  Nelson added that the Barrington Area Development Council will be holding a leadership forum on May 1, 2010 at Makray Golf Course, 8:30 am to 1:00 pm.

Assessor’s report
 In the Assessors’ absence, there was no report.

Newsletter update
Rose reported that the newsletter should go out the first week of May to coincide with the arrival of property tax bills.  

Approval of bills
A motion was made by Trustee Griffith and seconded by Trustee Svacha to approve the bills in the amount of $245,166.15, check nos. 24155 through 24312.

Mumaw asked questions regarding several bills including the BuCom bill.  Rose reported that the bill is for repair of the warning sirens in the Township.  She added that seasonal repairs are needed.  Griffith suggested that BuCom be asked for more competitive pricing on the batteries used in the sirens, but that the rest of the repairs should be performed.
There were several questions on other bills.

New business
Nelson told the board that certain BACOG members have suggested that the Cuba Township Road District join BACOG.  This would help ease some of the financial burdens that BACOG is experiencing.  Nelson felt the inclusion of the Road District would be setting an unusual precedent as Cuba Township would be represented twice on the board and that the taxpayers would be paying double BACOG fees.  Griffith questioned the reason for including the Road District other than for the dues the Road District would be paying.  

Old Business
Rice requested that when Rose performs roll call, that the order in which the names are called be rotated.  Rose agreed.

Adjournment
A motion was made by Trustee Svacha and seconded by Trustee Mumaw to adjourn.  The meeting was adjourned at 9:02 pm.  Motion carried.
