Supervisor Nelson called the meeting to order at 7:00 pm. Trustee Svacha led those present in the Pledge of Allegiance.

Roll call: David Nelson, Supervisor; Don Griffith- absent, Trustee; Jack Mumaw; Trustee; Art Rice, Trustee; Roberta Svacha, Trustee.

Also present: Priscilla Rose, Clerk; Tom Gooch, Highway Commissioner; Tim Murray, Township attorney; Tom Rowan, Township resident

 

Public Comment
Tom Rowan reported to the board that the Barrington Countryside Fire Protection District will elect new officers on Monday, May 17, 2010. He wanted to publicly thank the Road District for the clean-up work done at his house when a tree exploded after being struck by lightning.

 

Approval of minutes
       April 6, 2010 board meeting
A motion was made by Trustee Svacha and seconded by Trustee Mumaw to approve the minutes of the April 6, 2010 board meeting.
Roll call: Griffith- absent; Mumaw- yes; Rice- yes; Svacha- yes; Nelson- yes. Motion carried.

Supervisor’s Report
Nelson reported that Nancy Donati’s last day of work will be on or near June 24, 2010. Randy Gross will be handling the accounting work on a temporary basis until a determination is made for a person to handle the work in the future. He will be coming to the office on May 17, 2010 to review the work. His rate is $200.00 per hour. Discussion continued about how to utilize Gross cost effectively and for how long.

 

Nelson continued that the Memorial Day service will be at White Memorial Cemetery on Monday, May 31, 2010, 7:30 am. The VFW and American Legion will conduct the ceremony as in past years.

 

Nelson noted that he had received a thank you note from Hospice for the funding from the Township. He continued that he has received a letter from a resident concerning the reservations system from PACE. He also has been in touch with a local landscaper, Doering, concerning the Road District’s mulch program. Doering is concerned that the Road District’s mulch program is competing with his business’ mulch sales. Nelson told the board that he replied to Doering that he feels the Road District’s mulch program is a good program for Township residents. Nelson told the board that he received a voicemail from a Township resident whose situation was reviewed at the April board meeting regarding mulch. Her message stated that she was not happy with the response in letter form received from the Township. Nelson will continue to try to contact her.

 

Leave No Child Inside report
Gooch reported that he has been in touch with Teri Bridge with LNCI and an event is planned for June 26, 2010 at The Grove. There will be a campfire with possibly a storyteller and Native American dancing. Rice asked about who would be attending the event. He knows that scouts have opportunities to be outside and was concerned that other children that don’t have such opportunities be included. Gooch will ask local businesses for sponsorship. Gooch has spoken with TOIRMA regarding insurance coverage for the event.

 

Supervisor’s Report
Trustee Mumaw addressed the board regarding his meeting with the Township auditors. He said the auditors covered many subjects including ethics rules for the Township, how to detect fraud, credit card use, expense sheets and bidding procedures. Gooch added that he has plans to improve his inventory tracking system. Discussion about internal controls and a "whistle blower" policy took place. The Township attorney, Tim Murray was directed to look into a "whistle blower" policy. Mumaw concluded by saying that the auditors felt that they had a good audit and found no problems.

 

Nelson told the board that he had received a letter from Curt Larson, Steve Morrissey and Elizabeth McGrath regarding the debris along Northwest Highway from The Foundry to Lake Barrington Woods. They hoped that the Township could work with the village of Lake Barrington on clean-up. Gooch told the board that Northwest Highway is maintained by the State of Illinois not the Township. He suggested that the individuals that wrote the letter should become part of the state Adopt-A-Road program for the section of the road with which they are concerned. He suggested that State Representative Mark Beaubien’s office contact IDOT regarding the residents that have concerns and work within the parameters of the Adopt-A- Road program. He added, that for insurance reasons the Road District cannot maintain the road. Nelson will contact Beaubien’s office regarding the Adopt-A- Road program.

 

BACOG report
Nelson reported that BACOG has been working on several successful bills, one of them being a water commission bill. Additionally, a bill establishing local control over speed limits has passed. The BACOG budget is ready to be passed with a 2.6% increase over the previous year’s budget.

 

A motion was made by Trustee Svacha and seconded by Trustee Mumaw to approve the BACOG budget for 2010-2011. Motion carried by voice vote.

 

Nelson continued that BACOG has established a Donald P. Klein planning award. It will be presented annually.

Resolution 10-R-01-
       Pertaining to participation of Clerk and Assessor in IMRF
Rose addressed the board explaining that IMRF had contacted her regarding this resolution. IMRF has on file resolutions permitting participation in the program of the Supervisor and Highway Commissioner. They have an old resolution regarding participation of the Clerk from 1973. They cannot find the resolution permitting participation by the Assessor. They asked that the board pass a new resolution permitting participation by the Clerk and Assessor. Rose added all four individuals currently holding those offices have been paying into IMRF. Gooch added some history on the subject regarding past participation of the Clerk’s position. Concensus of the board determined that the subject be tabled until the June board meeting. It was requested that IMRF put in writing the reasons for the request of this resolution at this time and clarify where the financial responsibility lies.

Highway Commissioner’s report
Gooch distributed a map of the Township which has been created using the Road District’s GIS equipment. He has met with BACOG to determine if there is compatibility with their GIS system. He continued that every sign and storm drain in the Township is in the GIS system with GPS coordinates. Several Township villages have contributed funds to defray the cost of the equipment.

 

Discussion continued regarding changes to be made to the bookkeeping system with a new employee upon Donati’s retirement. Nelson suggested that better communication would improve the system. Gooch suggested that better printed reports would be helpful. Gooch continued that due to the tax revenue cycle, the Road District might find it necessary take a short term loan from General Town. He added that he will begin building reserves in the upcoming years because he will not need to purchase any new trucks.

 

A motion was made by Trustee Rice and seconded by Trustee Mumaw for General Town to loan up to $100,000 to the Road District to be repaid upon receipt of tax revenues received in June 2010.

Gooch added that it is likely the Road District will not need the loan as revenue from the villages will be coming in, as will mulch revenue.

 

Health insurance policy review
There was no discussion on the topic this month.

 

Newsletter update
Rose reported that the newsletter was taken to the post office on Friday, May 7, 2010 and it has not been delivered yet. She continued that she is expecting it to be delivered soon as normally it is delivered within one or two days of receipt at the post office. Rose reported that the next newsletter will go out at the end of September.

 

Assessor’s report
In the assessor’s absence, there was no report. Nelson reported to the board that he has received numerous positive comments from Township residents regarding the reduction in the Township lines on the property tax bills.

 

Gooch asked Rose if she had been in touch with staff at the Lake County tax extension office regarding the Road District’s gravel tax. Rose replied that she had contacted the tax extension office to confirm that the gravel tax resolution was on file with the county after a conversation with Assessor Tonigan regarding the resolution. While Rose was on vacation Tonigan could not locate the resolution and Rose called to confirm that it was on file. Gooch continued that he would like the Assessor to stay out of Road District business and he will handle the Road District business. Nelson replied that he felt Tonigan was just looking out for the taxpayers by checking on the rate.

 

Approval of bills
A motion was made by Trustee Mumaw and seconded by Trustee Svacha to approve the bills in the amount of $452,056.07, check nos. 24313 through 24499.

 

There were several questions from Mumaw regarding the bills.

New business
Township attorney Murray told the board that he will be attending the Illinois Township Attorney’s annual meeting tomorrow. Nelson added that he will be attending a Lake County Supervisor’s seminar in June. Mumaw added that he will not be present at the June 10, 2010 board meeting.

 

Old Business
Rice noted that the gate at the cemetery had been repaired and that the cemetery looks good. Gooch added that the pump has been repaired and filled will fresh water.

 

Executive Session
A motion was made by Trustee Svacha and seconded by Trustee Rice to recess to Executive Session to approve Executive Session minutes and for personnel reasons.

 

The regular session resumed at 9:28 pm.

A motion was made by Trustee Svacha and seconded by Trustee Rice to adjourn. The meeting was adjourned at 9:29 pm. Motion carried.
