CUBA TOWNSHIP REGULAR MEETING

Supervisor Nelson called the meeting to order at 7:00 pm. Trustee Svacha led those present in the Pledge of Allegiance.

Roll call: David Nelson, Supervisor; Don Griffith, Trustee; Jack Mumaw- absent; Trustee; Art Rice, Trustee; Roberta Svacha, Trustee.

Also present: Priscilla Rose, Clerk; Tom Gooch, Highway Commissioner; Tim Murray, Township attorney; Barbara Murphy, Township resident, Jenny Powell, Township resident and Township bookkeeper.

Public Comment
Powell introduced herself to the board. She said she had begun working in the Township office this week and felt it was a good way to transition into the position as she was able to do much of the preparation of the bills for this board meeting. She said she would also be able to do her first payroll next week. She felt training was going well and she did not anticipate any problems with the transition after Donati’s retirement.

Approval of minutes
       May 13, 2010 board meeting
A motion was made by Trustee Griffith and seconded by Trustee Svacha to approve the minutes of the May 13, 2010 board meeting. Motion carried by voice vote.

       May 26, 2010 special meeting
A motion was made by Trustee Griffith and seconded by Trustee Svacha to approve the minutes of the May 26, 2010 special meeting. Motion carried by voice vote.

       June 5, 2010 special meeting
A motion was made by Trustee Svacha and seconded by Trustee Rice to approve the minutes of the June 5, 2010 special meeting. Motion carried by voice vote.

Supervisor’s Report
Nelson distributed a list of recent financial donations made to the Township food pantry. Rice added that he would like to see the list of those receiving food from the pantry from the last few months. Nelson continued that Randy Gross will be checking in with Powell over the next few months to ensure that things are running smoothly. Nelson added that BACOG has a new award- the Don Klein planning award. Rice offered to serve on this committee. Nelson has spoken with Algonquin Township regarding training of Powell and they are agreeable. Nelson told the board that Highway Commissioner Gooch has negotiated a deal with the Good Shepherd Fitness Center for reduced rates for all Township employees and officials.

BACOG report
Nelson told the board that this is the last month he will be serving as BACOG chairman. North Barrington Village president, Bruce Sauer will succeed him and Kathleen Leitner will be vice chair. Griffith asked about the possibility of the Road District joining BACOG which was brought up several months ago. Gooch said that the Road District would not be joining BACOG and felt it would not be fair to the taxpayers for the Road District and the Township to both be members.

FOIA review
Rose distributed the FOIA information sheet that will be posted on the Township’s website and at the office. Compliance is mandatory according to Illinois state law.

Ordinances for consideration and approval
       10-O-01-Prevailing Wage for the Cuba Township Road District
       10-O-02 Prevailing Wage for Cuba Township

A motion was made by Trustee Svacha and seconded by Trusteee Griffith to adopt ordinance 10-O-01, Prevailing Wage for the Cuba Township Road District.
Rice- yes; Griffith- yes; Nelson- yes; Svacha- yes; Mumaw- absent. Motion carried.

A motion was made by Trustee Griffith and seconded by Trustee Svacha to adopt ordinance 10-O-02, Prevailing Wage for Cuba Township.
Griffith- yes; Nelson- yes; Svacha- yes; Rice- yes; Mumaw- absent. Motion carried.

Highway Commissioner’s report
Gooch reported that the paving is almost completed on Old Barrington Road and paving has begun with in house crews on Flint Creek and Flynn Creek Drive. The back stoop of the farmhouse has been repaired with a new deck built by Road District staff. Mulch orders continue, but he expects those requests to taper off soon.

Gooch reported that the Leave No Child Inside event is scheduled for June 26, 2010 at The Grove. A storyteller and American Indian dancer have been scheduled for entertainment. He is looking for donations to cover the costs of the event.

Assessor’s report
Tonigan reported that she is close to closing the books for this year and expects a factor of -6% on residential property and is still waiting for The Garlands information. She explained that next year is a quadrennial reassessment and has a lot of work to do in preparation for it. She will be working with the Road District to get photos of all Township properties.

Fall Festival report
Rose reported that Barbara Benson has offered to have a "Collectiques Corner" at the Fall Festival where she would sell collectibles and antiques that have been donated, to benefit the food pantry.

Health insurance policy review
Nelson reported that he has spoken with 2 local business owners whose Blue Cross/ Blue Shield rates have increased 33%. It was suggested to review the Township’s health insurance situation with Russ Warye in October.

Approval of bills
A motion was made by Trustee Svacha and seconded by Trustee Griffith to approve the bills in the amount of $436,701.95, check nos. 24500 through 24664.

Roll call: Nelson- yes; Svacha- yes; Rice- no; Griffith –yes; Mumaw- absent. Motion carried.

Executive Session
A motion was made by Trustee Svacha and seconded by Trustee Griffith to recess to Executive Session to approve Executive Session minutes and for personnel reasons. Motion carried by voice vote.

Regular session recessed at 7:34pm

The regular session resumed at 7:45 pm.

A motion was made by Trustee Svacha and seconded by Trustee Griffith to adjourn. The meeting was adjourned at 7:47 pm. Motion carried.
