The meeting was called to order at 7:00 pm by Supervisor Nelson. Trustee Svacha led those present in the Pledge of Allegiance.

Roll call: David Nelson, Supervisor; Don Griffith, Trustee; Dick Kosner, Trustee; Art Rice, Trustee; Roberta Svacha, Trustee.

Public comment
Supervisor Nelson asked those present for a moment of silence in memory of Township resident Daniel Black who died recently.

4th of July Parade- Melissa Bingham
Bingham addressed the board and explained the theme this year is In the Footsteps of Lincoln. In conjunction with the theme an essay contest was held at Barrington schools. This year’s parade will include a food drive- the food will be distributed to Barrington and Cuba Townships. All BACOG members have food collection boxes in their offices, as well. The Great Lakes Naval Band will participate in the parade this year and local World War II veterans will serve as Grand Marshalls. Bingham confirmed that the parade will start at Barrington High School and end in the train station parking lot. The tent for the 4th of July festivities has been relocated this year to the train station parking lot.

No Child Left Inside resolution
Bridge addressed the board and said that June is Leave No Child Inside month and asked for the Township to support the initiative and to add a link to the Township’s website for the program. She added that this was conceptual support, not financial.

Gooch asked if the program included camping activities. If so, he added that the Township property The Grove could be used for such activities and he would be happy to assist.

A motion was made by Griffith and seconded by Rice to adopt the Leave No Child Inside resolution.
Discussion- Kosner asked where the children that would be participating in the program come from. Bridge replied that they would be from school district nos. 220, 95 and 3.
Motion carried.

Proposed annexation of a portion of Scott Road to the Village of North Barrington
Sauer addressed the board regarding the project. He explained that the developer of a 46 acre parcel on Scott Road, currently unincorporated, approached the Village of North Barrington (VoNB) regarding annexation. The project has already been approved by Lake County which currently has jurisdiction. He continued that the VoNB village has no intention to reduce lot sizes and fully intends to protect wetlands and forestry. In order to annex the property a contiguous piece of property is needed. The VoNB has approached a property owner regarding annexing a 5 foot strip of land which would make the development contiguous to VoNB and allow for an annexation corridor. He added that to date there is no annexation agreement on paper- it is in the discussion process.

Rice added that he would have liked to have been informed of such discussions at their inception. He recalled that at some point in the past there had been an agreement between municipalities and townships to provide notification of proposed annexation. Sauer apologized for the lack of notification and said he was not aware of such agreement.

More discussion on the topic continued with questions from Tom Rowan. Sauer stated that he felt the developer was looking for the more controlled code enforcement that could be provided by the VoNB. He concluded by saying that the VoNB is committed to protecting the local aquifer and low density housing.

Senior Transportation/Mary Donner- PACE
Mary Donner addressed the board and presented a check in the amount of $4298.00 to assist in funding the Dial A Ride program. She said the Township has a rider that uses the program daily to attend the Countryside job training center. The Suburban Community Mobility Fund has supplied the funds from last year’s budget. Trips for Dial A Ride include usage for doctor’s visits, rehab and shopping, to name a few. She stressed that the riders of the program have no other means of transportation. The check represents 400 trips per year and 115 hours of service time. Donner briefly explained other transportation services that she works on with other townships and municipalities.

Lee Blackman presented details on 2 other programs available to the Township for senior and disabled transportation. The Locally Based Service Program costs $100 per month with a $1000 security deposit. The Township would be responsible for all other costs associated with the program including gas, vehicle maintenance, insurance and dispatch and driver personnel. Some restrictions of usage of the vehicle apply.

With the Municipal Vanpool Program Pace will provide maintenance through designated vendors. The Township would cooperate with Pace vendors to provide the service. A $1000 security deposit be required and $100 per month fee would apply, with Pace providing vehicle maintenance. Drivers and dispatchers would be provided by the Township for this program.

Discussion regarding many points and details of the program took place.

A motion was made by Rice and seconded by Griffith to fund the Pace/Dial A Ride program in conjunction with Barrington Township and the Village of Barrington from July 1, 2009 through December 31, 2009, not to exceed $11,000.

Approval of minutes
A motion was made by Trustee Griffith and seconded by Trustee Svacha to approve the minutes of the May 14, 2009 board meeting. Motion carried.

Supervisor’s Report
Nelson told the board that an Emergency Preparedness meeting was held at the Township on May 29, 2009. Bob Grom from Lake County attended the meeting and various aspects of pharmaceutical distribution were discussed. Libertyville is the central distribution spot for Lake County. The program has been changed locally so that currently the local drop-off location will be the Tower Lakes Village Hall. From that point, distribution will be made to polling places. Nelson added that if individuals go to the wrong polling place they will still be given materials. He concluded by saying that he will need to complete an emergency contact list in the upcoming months.

There was discussion regarding a letter from TOIRMA with some options for change in the Township’s coverage. It was decided to distribute copies of the current policy prior to the next board meeting for review by the board.

Nelson discussed the CASH DASH program. This program, presented by the Secretary of State, allows individuals to search state files to see if they are owed any monies. A motion was made by Kosner and seconded by Rice to host a CASH DASH event at Cuba Township. Motion carried.

It was suggested that this item be put in the next Cuba Township newsletter.

Nelson told the board that the annual BACOG dinner will be on November 14, 2009. Cuba Township will be the host.

Cuba Township Mission Statement review
It was decided that the current mission statement will remain unchanged. It will be printed in the next newsletter.

Ordinance 09-03- Prevailing Wage for the Cuba Township Road District
A motion was made by Griffith and seconded by Kosner to adopt ordinance 09-03- Prevailing Wage for the Cuba Township Road District.

Ordinance 09-04-Prevailing Wage for Cuba Township
A motion was made by Svacha and seconded by Kosner to adopt ordinance 09-04- Prevailing Wage for Cuba Township.

Health insurance policy review
There was no comment on this topic this month

Highway Commissioner’s Report
Gooch reported that he left out a report in his monthly report that shows revenue of $258,000 since March 1, 2009 through intergovernmental agreements. Griffith asked about the status of several grants that Gooch has applied for and Gooch replied that one of them could provide for a new salt storage structure. Gooch reported that he has 15 community service people working for the Road District- 9 of them come from the Lake County jail daily.

Gooch reported that on Saturday, June 20, 2009 he will hold a recycling pick-up at Lake Barrington Shores. The Cuba Township Road District will be participating in the Barrington Park District’s Big Truck event on July 25, 2009.

Assessor’s report
In the Assessor’s absence, Rose distributed a written report from Assessor Tonigan.

Approval of bills
A motion was made by Trustee Svacha and seconded by Trustee Kosner to approve the bills in the amount of $467,629.16, check nos. 22365 – 22560.
Roll call: Griffith-yes; Kosner- yes; Rice- yes; Svacha- yes; Nelson- yes. Motion carried.

New business
Griffith requested that emails among board members be stopped immediately that provoke disagreement and discord.

Nelson suggested to the board that Executive Session be a standing agenda item to provide an opportunity to the board to air disagreement and concern. Murray suggested that a township retreat might be in order. There were various discussions about the need for regularly scheduled executive sessions.

Griffith suggested to Nelson regarding a recent email that Nelson should have immediately acknowledged his association with the Samaritan Center which was holding a community meeting recently. Nelson apologized for any confusion in the matter and confirmed that as a board member of the Samaritan Center he receives no compensation.

The July 9, 2009 board meeting date will remain unchanged. Nelson is unable to attend. The board will meet and will designate a trustee to conduct the meeting.

Rose told the board that she recently attended a seminar conducted by Lake County Clerk Willard Helander. The seminar topics included the Open Meetings Act, Executive Session and FOIA procedures and changes. She said that FOIA changes will be enacted in 2010 and she will keep the board informed of such changes.

Kosner told the board that notary laws have changed effective June 1, 2009. Rose told the board that she and Assessor Tonigan attended a seminar with instruction on the new changes and that the Township office is in compliance with the new laws and regulations.

Old Business
Rice asked Gooch about the street light in the Brook Forest neighbor which was discussed at the May 14, 2009 board meeting. Gooch replied that the light is on order and should be delivered around July 21, 2009.

Adjournment
A motion was made by Trustee Svacha and seconded by Trustee Kosner to adjourn. The meeting was adjourned at 9:10 pm. Motion carried.
