In Supervisor Nelson’s absence the meeting was called to order at 7:00 pm by Clerk Rose. Trustee Svacha led those present in the Pledge of Allegiance.
Roll call: David Nelson, Supervisor- absent; Don Griffith, Trustee; Dick Kosner, Trustee; Art Rice, Trustee; Roberta Svacha, Trustee.
Also present: Priscilla Rose, Clerk; Tom Gooch, Highway Commissioner; Tim Murray, Township attorney; Rebecca Tonigan, Township Assessor; Kurt O. Thompson- BACOG; Joy Hoeffler- BACOG; Janet Agnoletti- BACOG.
Trustee Rice made a motion which was seconded by Trustee Griffith to nominate Trustee Kosner to conduct the meeting in Supervisor Nelson’s absence. Motion carried.
Approval of minutes
June 11, 2009
A motion was made by
Trustee Griffith and seconded by Trustee Svacha to approve the
minutes of the June 11, 2009 Cuba Township board meeting. Motion
carried.
Highway
Commissioner’s report
Highway Commissioner
Gooch reported that a loan from Barrington Bank for a truck has been
paid off in full this month. Substantial principal payments have
been made on a building loan from Barrington Bank, with hopes of
retiring that loan within 12 months. The Road District will be
receiving a stimulus grant to repave Old Barrington Road from Cuba
Road to Route 22. The Village of North Barrington sponsored the
grant. The governor will be signing a capital bill for $450,000 for
infrastructure or capital equipment. Gooch will be ordering a vactor
truck with funding from this grant in next year’s budget. The
vactor truck is used to clean catch basins.
Gooch further reported that the 4th of July Parade was a success and thanked Trustee Kosner for driving the pick-up truck to collect food for the food pantry. He continued that shortly he will be receiving a fractivity meter to check the reflectivity of signs to be in compliance with state law. He added that he will be implementing a new sign management and inventory software program.
He continued that is waiting for grants for additional paving and that Chicagoland Paving was awarded the bid to pave Harbor Road in the next month. Paving will begin next month. The Road District has collected in excess of $40,000 in mulch fees. 2800 feet of storm drain have been installed and work continues on vehicle maintenance for 8 municipalities. Patching continues throughout the Township.
Kosner indicated that the Village of Tower Lakes has a new warning siren. Rose indicated that the Village of Tower Lakes paid for the siren with a grant from the Township given several years ago. She continued that the maintenance of the siren is the responsibility of Tower Lakes.

BACOG presentation
Janet Agnoletti
introduced Joy Hoeffler who is the BACOG GIS analyst and Dr. Kurt
Thomson, a hydrogeologist working with BACOG on this project.
Agnoletti noted that tonight’s presentation on groundwater and
the shallow aquifer in the BACOG area will include GIS and mapping
and the science and method of the project as well as the planning.
The presentation began and part II of the presentation will occur at
the Township’s September 10, 2009 board meeting.
At 7:45 pm Assessor Tonigan joined the meeting.
At 8:00 pm Highway Commissioner Gooch left the meeting.

Assessor’s
report
Assessor Tonigan told
the board that she has been attending continuing education classes in
Rockford this week. She knows of a potential class action from the
residents of Lake Barrington Shores to appeal their assessments in
the upcoming year. She questions the manner in which the individual
condo boards have initiated this action. Tonigan told the board that
she would like to close the assessment books by the end of July.
Tonigan told the board of a proposed cell tower to be erected in Lake Barrington Shores. There is a concerted effort on the part of many LBS residents to forestall the installation of the tower. Tonigan became involved because many of the residents thought it would reduce their property values.

A motion was made by
Trustee Svacha and seconded by Trustee Kosner to approve the bills in
the amount of $263,607.26, check nos. 22561 – 22723.

New business
Township attorney
Murray explained to the board a situation involving a former court
ordered community service worker in the Township office. Rose
distributed a written narrative of the situation written by Murray
and herself. The individual committed credit card fraud in May 2009
using the credit number of a Barrington resident and an email address
that was cubatownship@yahoo.com.
She was no longer working at the Township when the fraud occurred.
While the Township bears no liability or responsibility in this
issue, the situation was brought to the attention of the board
because of the email address used. Murray explained that there is no
way to prohibit the use of any email address that might contain the
words cuba township and that Cuba Township’s website or
email was in no way breached or compromised. The matter is being
handled by the South Barrington Police Department.
It was suggested by Trustee Kosner to confirm in writing a policy for dealing with community service volunteers in the Township office. He suggested the policy contain wording that would prohibit any volunteers from working in the office or having any access to the phones and files in the office.
Old Business
Kosner inquired whether
Clarke Mosquito has notified the Township of any West Nile virus in
the area. Rose replied that there has been no report this season from
Clarke of any incidence of the virus.

A motion was made by
Trustee Svacha and seconded by Trustee Griffith to adjourn. The
meeting was adjourned at 9:04 pm. Motion carried.
