Supervisor Nelson called the meeting to order at 7:00 pm by Clerk Rose. Trustee Svacha led those present in the Pledge of Allegiance.
Roll call: David Nelson, Supervisor; Don Griffith, Trustee; Dick Kosner- absent; Trustee; Art Rice, Trustee; Roberta Svacha, Trustee.
Also present: Priscilla Rose, Clerk; Tom Gooch, Highway Commissioner; Rebecca Tonigan, Township Assessor; Kathy Skaggs, John and Shelly Goodwin, Fritz Gaertner, Christine Boreland, Steve Mountsier, John and Rita Morser, Deb Badgnick(sp?)- Township residents; Mike Shrake, GeWalt Hamilton.
Public Comment
Christine Boreland
addressed board regarding water problems on and near her property.
She has lived at her current address on Cuba Road for 21 years.
Recently, she has noticed that the amount of standing water on her
property has increased. This past spring and early summer the water
has been the worse she has ever seen she stated. The standing water
concerns her because of the West Nile Virus and because of bacteria
that is in the standing water that made her dog very sick. She has
been in touch with Lake County and Cuba Township regarding this
issue. Recently, another person from Lake County visited her
property. She has spoken to many people but still has no resolve for
the problem. She is requesting some assistance from the Township in
the way of an idea to get the bottom of the problem.
John Goodwin addressed the board regarding the same problem that affects his property on W. Flynn Creek Drive. Goodwin addressed similar concerns to Boreland indicating that almost 1/3 of his backyard has been underwater this spring and summer
Gooch addressed the meeting and introduced Mike Shrake from GeWalt Hamilton, the engineering firm for the Road District. This problem is a long term problem, he feels, and is probably caused by broken farm tiles from a resident doing some work on W. Flynn Creek Drive. Gooch said if the problem caused road issues, he could fix it, but currently it is not affecting any roads. The fact that all of the broken farm tiles are on private property is also a problem. Gooch said the Cuba Township Road District does not have the finances to fix the problem, but the Road District could supply the labor. If the Township were to fix the problem, easements on each piece of affected property would be required.
Steve Mountsier, Lake County board representative, District #17 addressed the board. He said that he is aware of the problem and suggested that all affected residents get together and hire an engineer to evaluate the situation. He said that Lake County has matching funds available for such projects as does Stormwater Management.
Shrake spoke and said he feels that Township involvement is appropriate as this is a regional issue. This problem could affect many properties and at some point it becomes a public health issue.
There was more discussion on the subject with a decision to have a special board meeting to further review the subject on September 19, 2009 at the Cuba Township Road District building at 9:00 am. All affected residents will be notified of the meeting.
Fritz Gaernter addressed the board regarding a water problem on his property on Scott Road. He stated that he has lived at his home for 30 years and had no problems for the first 20 years. After a neighbor constructed a pond adjacent to his property he has had many water problems. He would like advice from the Township on resolving his water issues.
Gooch told Gaertner that his portion of the road is private and the Road District cannot intervene. Discussion on the situation with Shrake, Gooch and Mountsier determined that Gaertner should bring in gravel to resolve the issues with the flooding driveway and perhaps consult with an engineer.
Steve Mountsier addressed the board and said he was present because he received several phones from residents regarding water problems on Main Street off of Kelsey Road. The problem, he was told, occurred after Main Street was paved several years ago. None of the residents he spoke with are present at the meeting he said.
Mountsier then addressed the board and inquired about the status of the PACE bus program. Griffith replied that the subject is being reviewed and the committee is meeting on August 28, 2009 to visit Palatine and review their situation. Mountsier added that he felt the program was very important regardless of the number of the people that are being served.
Approval of minutes
July 9, 2009
A motion was made by
Trustee Griffith and seconded by Trustee Svacha to approve the
minutes of the July 9, 2009 Cuba Township board meeting. Motion
carried.
Assessor’s
Report
Tonigan reported to the
board that the Township assessments have been are closed for this
year and the assessment changes will be published on August 20, 2009.
She added that she will have a factor of 1 this year, which means
that no changes will be made to assessments. She reassessed part of
Lake Barrington Shores and anticipates a mass appeal from that group.
Assessor Tonigan excused herself from the meeting at 8:15pm.
Highway
Commissioner’s report
Gooch told the board
that 9000 feet of storm drain has been installed in the Township this
summer. His college crew has worked hard and will begin leaving
shortly. The Road District will hold a recycling event at Lake
Barrington Shores on September 26, 2009 which will include tires,
paint and small electronics and household chemicals. Gooch added
that domestic animals that are found dead by his staff are cremated
at Noyes Animal Hospital.
Gooch added that paving will begin on Harbor Road and in Cary shortly.
Highway Commissioner Gooch excused himself from the meeting at 8:30 pm.
Supervisor’s
Report
Nelson told the board
that October 4, 2009 is the 50th anniversary of the
Village of North Barrington. He continued that the BACOG annual
dinner is on November 14, 2009 at Chessie’s 111 Grill. A Cash
Dash will be held at the Township office on October 14, 2009
sponsored by the Illinois Secretary of State’s office. On
September 26, 2009 an event called Stomp Out the Stigma will
be held at Barrington High School. This event will highlight teen
suicide and mental health issues. Nelson concluded that the will be
attending a GA seminar on September 23, 2009 in Rockford, IL.
Nelson distributed information on the IMRF rate increase.
BACOG report
Nelson asked for an
alternate for BACOG meetings from the board. Griffith will serve in
this capacity. Rice will remain on the BACOG water commission.

White Memorial
Cemetery update
Rose explained to the
board of a recent situation at the cemetery where a grave site owner
requested that a family member be moved from one grave site in the
cemetery to another grave site. The family owned both graves and at
the time of the installation of the grave marker decided that the
deceased should have been buried in an adjacent grave site. Rose
explained to the board that she handled the move and that the
Township incurred all expenses.
Rose continued that the survey of the cemetery will begin the week of August 24, 2009.
Fall Festival
Rose told the board
that she has already exceeded the $3000.00 budget for the Fall
Festival with the booking of music and other entertainment. This
amount does not include food and drinks. Rose will proceed with the
same plans as in previous years.
Newsletter update
Rose told the board
that the newsletter deadline is August 15, 2009. The newsletter
will be distributed in mid-September in time to get out notice of
the Fall Festival. Rose told the board that she received a bid from
a new printer for the newsletter. newsletter. She was able to get a
very competitive rate from the current printer and so will not be
changing printers.
Approval of bills
A motion was made by
Trustee Svacha and seconded by Trustee Griffith to approve the bills
in the amount of $337,500.34, check nos. 22724 – 22913.
Roll call:
Griffith-yes; Kosner- absent; Rice- no; Svacha- yes; Nelson- yes.

New business
Rose reminded the board
that several months ago there was discussion regarding re-stripping
the Township parking lot. The board agreed to have Rose work with
Highway Commissioner on this project. Rose added that she felt the
Township building was in need of painting. It was decided not to
proceed with this project.
Rose asked the board reminded that board that there is a line item in the budget for the reverse 911 system. She asked if they were still interested in proceeding with that project. It was decided to have a presentation on this subject at a future board meeting.
