Regarding budget for
Barrington, IL 60010

Supervisor Nelson called the hearing to order at 6:30 pm. Trustee Svacha led those present in the Pledge of Allegiance.
Roll call: David Nelson, Supervisor; Don Griffith, Trustee; Jack Mumaw; Trustee; Art Rice, Trustee; Roberta Svacha, Trustee.
Also present: Priscilla Rose, Clerk; Rebecca Tonigan, Assessor; Tom Gooch, Highway Commissioner; Tim Murray, Township attorney
Public Comment
There was no public comment.Adopt and Pass ordinance no. 10-01- Budget for Cuba Township Road District fiscal year 2010-2011
Highway Commissioner Gooch addressed the board and said that this budget that will be adopted tonight will need to be amended at some point during the upcoming year. The uncertainty of the health insurance premium will most likely cause the budget to be amended. More information needs to be obtained in regards to health insurance.Gooch continued that there is grant money included in the revenue lines of the budget, but no work will be done until the grant money is actually received. To clarify, Gooch added that if the grant is not received, certain projects associated with the grants will not be done.
Gooch replied to Rice that he has an intergovernmental agreement with the Village of Inverness for the upcoming year and that he anticipates taking over the roads in Barrington Township. Mumaw asked further about intergovernmental agreements. Gooch confirmed that the agreements are a profitable situation for the Township and an efficient means for the villages to have work done, as well.
A motion was made by Trustee Griffith and seconded by Trustee Mumaw to adopt the Road and Bridge budget in the amount of $645,000 for expenditures and $807,500 for revenue for fiscal year 2010-2011.
Roll call: Griffith- yes; Mumaw- yes; Rice- yes; Svacha- yes; Nelson- yes. Motion carried.
Griffith asked Assessor Tonigan questions regarding the revenue line in the Road Maintenance budget. He questioned if the revenue is realistic in the current economic climate. Tonigan replied that as the EAV is not known at this time, a definitive number is not known. She continued, that the EAV should be confirmed shortly as the county has completed all of their hearings. Tonigan continued that The Garlands appeal has gone to PTAB.
A motion was made by Trustee Mumaw and seconded by Trustee Svacha to adopt the Road Maintenance budget in the amount of $2,997,500 for expenditures and $3,042,000 for revenue.
