CUBA TOWNSHIP SPECIAL MEETING
OF THE BOARD OF TRUSTEES

Supervisor Nelson called the meeting to order at 6:30 pm. Those present said the Pledge of Allegiance.
Roll call: David Nelson, Supervisor; Don Griffith, Trustee; Trustee; Jack Mumaw; Trustee; Art Rice, Trustee; Roberta Svacha, Trustee- absent.
Also present: Priscilla Rose, Clerk; Tom Gooch, Highway Commissioner; Rebecca Tonigan, Assessor
Public Comment
Assessor Tonigan told the board that Trustee Svacha is at home recovering
from a recent hospital stay.
Review of job description and job duties and responsibilities of
Township bookkeeper/accountant
Nelson distributed a job outline for the Township bookkeeper/accountant. He
said that there are 3 different systems for possible use by the Township that he
has reviewed. Those systems are: American Municipal Software, used in the past
by the Township; Sage System- currently in use by the Township; and Quickbooks.
Discussion about the three systems took place, with the consensus being that the current system in use by Sage could continue to be utilized by the Township with some enhancement to the system and training of the new employee in the those enhancements. Mumaw told the board that he has spent several hours with the employee at Algonquin Township that uses the Sage system and was very impressed with the potential capabilities of the system. It was suggested that perhaps the Algonquin Township employee that utilizes the Sage system could offer training to the new Cuba Township employee. Gooch offered to approach Algonquin Township regarding this prospect.
Nelson presented resumes of 4 potential candidates for the bookkeeping position. Rose stated that she knew one of the candidates, Nelson stated that he knew 2 of candidates, Tonigan stated that she knew one of the candidates and Gooch stated that he was familiar with the name of the of the candidates. Regarding a job description, various scenarios were presented for the new employee as the Road District will be assuming more duties involved with their employees. It was decided that it might be possible that the position could be part time bookkeeper and part time Township office support with the first responsibility to be bookkeeping. It was further decided that the Road District would not share financial responsibility for this position any longer. It was suggested that the position be posted on Monster.com.
Nelson told the board that he forsees a potential scheduling problem with future meetings. Depending on Trustee Svacha’s health, he anticipates that having a quorum at meetings could be a problem. He stated that he will not be able to attend the July 8, 2010 as scheduled. It was decided not to reschedule any future meetings. The possibility of teleconferencing was discussed for voting board members that are unable to physically attend a board meeting.
A motion was made by Trustee Griffith and seconded by Trustee Mumaw to recess to executive session for personnel reasons.
The special meeting session resumed at 8:27 pm

New business
Griffith inquired about a letter received from a Township resident regarding
changes to the PACE program. It was decided that Nelson will contact the
individual regarding his questions about PACE.
Old Business
Rice asked to review the sign-in sheet for the food pantry recipients. As
they are not actual General Assistance recipients, the confidentiality issue
does not apply.
Adjournment
A motion was made by Trustee Mumaw and seconded by Trustee Rice to adjourn.
The meeting was adjourned at 8:30 pm. Motion carried.
