CUBA TOWNSHIP SPECIAL MEETING
OF THE BOARD OF TRUSTEES

Supervisor Nelson called the meeting to order at 7:00 pm. Trustee Svacha led those present in the Pledge of Allegiance.
Roll call: David Nelson, Supervisor; Don Griffith, Trustee; Dick Kosner, Trustee; Art Rice, Trustee-; Roberta Svacha, Trustee- absent.
Also present: Priscilla Rose, Clerk; Tom Gooch, Highway Commissioner; Township residents- Kathy Skaggs, Kathleen Foerster, Steve Foerster, Dolores Jasinski, Pat Jasinski, Shelly Goodwin, John Goodwin, Rita Morser, Jeff Watkins, Bill Barron, Sandy Barron, David Junior, Jae Song.
Public Comment
Nelson addressed those present and explained that the purpose of the meeting
was to hear comment from Township residents regarding flooding and drainage
issues of the area defined as Cuba Road from Northwest Highway to Harbor Road,
Harbor Road north to W. Flynn Creek Drive and W. Flynn Creek Drive to Cuba Road.
John Goodwin addressed the board and explained that the flooding on his property has increased dramatically this past spring and summer. He is trying to garner support from neighbors and the Township in an effort to identify the source of the problem and correct it.
Various other discussions took place among residents. Rose, who lives on W. Flynn Creek Drive, but whose property is not affected, asked about the property at 27605 W. Flynn Creek Drive. She recalled that a previous owner of that property had been fined for "disruption of wetlands" and she has noticed the flooding has increased since that time.
Highway Commissioner Gooch stated that he could possibly provide support for the correction of the problem by providing labor. He stated that the Township would be unable to fund the project as this would set a precedent and subject the Township to requests from many Township neighborhoods with similar problems. He also stated that the problem affects private property. The Township would require easements on each affected property to perform any work. He suggested that an engineering study is the first step to undertake. He suggested that such a study would cost approximately $10,000. He further suggested that a combination of funding from several sources could defray some of the costs.
Gooch offered to obtain a quote for the engineering study from the Cuba Township Road District’s engineering firm, GeWalt Hamilton. He said that he could have this quote in time for the November 12, 2009 Cuba Township board meeting.
Nelson suggested to the residents that a "spokesperson" be appointed to represent the group and coordinate efforts. That spokesperson should, then, contact Lake County Board representative Steve Mountiser for information about funding that might be available from Lake County. Nelson continued that a combination of funding could be obtained through conversations with the local state senator and representative.

A motion was made by Trustee Griffith and seconded by Trustee Svacha to
adjourn. The meeting was adjourned at 7:58 pm. Motion carried.
