CUBA TOWNSHIP SPECIAL MEETING

The special meeting was called to order at 5:15 pm by Supervisor Nelson.
Roll call: David Nelson, Supervisor; Don Griffith, Trustee-
absent; Dick Kosner, Trustee; Arthur Rice, Trustee; Roberta Svacha, Trustee.
Also present: Priscilla Rose, Township Clerk; Rebecca Tonigan, Township
Assessor; Tom Gooch, Township Highway Commissioner; Tim Murray, Township
attorney; Roy Svacha, Township resident.
Public comment
There was no public comment.
Approval of Road District’s amended budget for fiscal 2008-2009
Highway Commissioner Gooch explained that the reason for amending the Road
District budget is to balance the budget for the year end. He added that this is
something that he does each year.
A motion was made by Trustee Kosner and seconded by Trustee Rice to
approval the Road District’s amended budget as presented for fiscal 2008-2009.
Roll call: Griffith- absent; Kosner- yes; Rice- yes; Svacha- yes; Nelson- yes.
Motion carried.
Approval of the final bills for fiscal 2008-2009
A motion was made by Trustee Svacha and seconded by Trustee Kosner to
approve the final bills in the amount of $196,444.27, check nos. 21888 through
22007, for Cuba Township for fiscal year 2008-2009.
Roll call: Griffith- absent; Kosner- yes; Rice- yes; Svacha- yes; Nelson- yes.
Motion carried.
New Business
There was no new business
Old Business
Nelson told the board that he has met with a 3rdparty company, The Michaels
Group, that would be able to review salaries, benefits, etc, which was discussed
at the February 12, 2009 board meeting. This firm was recommended by Township
attorney Tim Murray. The Michaels Group regularly charges $120 per hour for
their services, but Nelson has negotiated a rate of $60 for the Township. He
continued that the parameters of their study would need to be defined.
Rose addressed the board and said that she had been in touch with both TOIRMA and TOI regarding such service as mentioned above. Neither group provides such service, although TOI provided some small comparison of salaries and benefits of 4 similar sized townships. Rose prepared a small study herself, from conversations with Ela and Wauconda Townships. (Both are attached)
Gooch felt that Ela and Wauconda Township were not valid comparable townships and suggested a comparison with Algonquin, Shields, Warren, West Deerfield and Grant townships.
Gooch continued that he could not wait for a board decision regarding health insurance and has already met with his employees on the subject. He will be increasing the deductible from $250 to $500 for this year. Next year he will offer only HMO insurance to his employees. Effective June 1, 2009, his employees will receive a 3% increase.
Nelson told the board that he, Rice, Tonigan, Svacha, Rose and Donati met with insurance broker Russ Warye last week regarding renewal rates for the Township. To leave the current health insurance policy as is, would result in an 8.9% premium increase. To increase the deductible to $500 would be approximately a 4% increase. Wayre recommends that the Township increase the deductible to $500 and stay with Blue Cross/Blue Shield.
Kosner raised the concern of being prepared for IMRF increases in the coming years. He suggested the need for planning to meet the increase.
Rose added to the conversation that she has spoken with Jim Glogovsky in the tax extension office at Lake County. Glogovsky told Rose that is it highly likely that Cuba Township will receive all of the funds that were levied in December 2008. The following years could potentially see a decrease as the CPI figure to be used for the next year is .1, down from 4.1 this year.
Tonigan addressed the board in regards to an email from Trustee Griffith requesting employee information. She wanted to know what the intention was and what was under review. Kosner replied that he felt everything relating to benefits and employment should be reviewed and re-evaluated. He added that it is a time to be cautious. Tonigan asked to be included in future correspondence of this nature as she is a department head.
Rose will compile more comparative information from other townships for the March 11, 2009 board meeting.
A motion was made by Trustee Rice and seconded by Trustee Svacha to recess the meeting until March 4, 2009, 11:30 am.
The meeting was recessed at 5:30 pm.
