The continued special meeting was called to order at 11:30am by Supervisor Nelson.

Roll call: David Nelson, Supervisor; Don Griffith, Trustee- absent; Dick Kosner, Trustee; Arthur Rice, Trustee; Roberta Svacha, Trustee.
Also present: Priscilla Rose, Township Clerk; Rebecca Tonigan, Township Assessor; Tom Gooch, Township Highway Commissioner; Nancy Donati Township finance manager.

Nelson told the board that purpose of this continued meeting was to take a finer look at the proposed budget for fiscal 2009-2010. The board reviewed various line items of the budget. Assessor Tonigan passed out a sheet explaining various aspects of her budget (see attached). She explained that the salary line in her budget is 4.3% higher than last year. This does not represent a 4.3% salary increase, but rather gives her room in her salary budget to hire seasonal, part- time help, if required, during the hearing period.

Rice asked about the Township’s continued participation in BACOG. Nelson replied that he felt it was a worthwhile investment for the Township and important for the community to stay together during these difficult economic times. Nelson added that BACOG will probably be moving their office into the VOB building for services in kind. Kosner suggested that the organization should consider other sources of revenue. Nelson indicated that this process has begun and BACOG could be considering the inclusion of local not-for-profits.

Rice inquired about the White Memorial Cemetery budget. Rose replied that the numbers are the same as in previous years. She asked the board for the permission to send letters to Bill Rooney and John Hipsky, current White Memorial Cemetery Board of Managers. She would like the letter to ask each of them to reconfirm their intent to remain on the board. All agreed on this course of action. There was discussion on possible cemetery expansion. It was determined the only area for expansion would be to the north. The property in that direction is currently privately owned. Rose also added that she would like to have a survey performed of the property to identify any empty grave sites. She is hopeful that the cemetery board of managers could assist with this project.

There was much discussion regarding the proposed senior transportation project. This would involve Barrington and Cuba Townships funding a bus service similar to the current PACE program. The PACE program as currently run will not operate after June 2009 as the Village of Barrington will no longer be supporting it financially. Nelson told the board that there were 267 responses received from a recent survey. Gooch suggested that a phone poll could be conducted on the topic to get more feedback from residents. Nelson told the board that he has an estimated figure of $4000 per month to run the program for a yearly $48,000. This cost could be shared with Barrington Township for a resulting cost of $24,000 per year or $2000 per month. Many other concerns regarding the program were discussed. Joyce Palmquist, with BACOA who is spearheading the program, will be asked to come to the Township’s March 11, 2009 board meeting to address questions and concerns. Gooch added that a senior bus program is a service that the Township could provide and services are a good example for justification for the existence of Township government. Nelson asked everyone to email him with their questions and concerns he will make certain that they are forwarded to Joyce Palmquist so that they can be addressed on the March 11, 2009 board meeting.

There was much discussion among board members regarding the various requests for funding from the not-for-profit agencies. A tentative agreement was made among board members with final consideration to made at the March 11, 2009 board meeting. It was decided to solicit additional sponsors to underwrite the Fall Festival. Also under consideration is the prospect of charging for food and also investigating a partnership with Lake Barrington and North Barrington.

A motion to adjourn was made by Trustee Rice and seconded by Trustee Svacha.

The meeting was adjourned at 1:00 pm.
